From 26 to 30 October 2026, the Belt and Road Initiative Tax Administration Capacity Enhancement Group (BRITACEG) and the China-IMF Capacity Development Center (CICDC) co-hosted the course “Tax Policy and Administration: Theory and Practice” in Shenzhen, with the support of China’s State Taxation Administration. The five-day program brought together 39 fiscal and tax officials from 14 jurisdictions: China, Cambodia, Cameroon, Egypt, Georgia, Ghana, Indonesia, Liberia, Nigeria, Pakistan, Samoa, Tanzania, Uzbekistan , and Vietnam.

Ms. Lyu Lan, Director of the BRITACOM Secretariat Office, delivered opening remarks on October 26. Over the course of the program, Artur Swistak, Sebastian Beer Cindy Negus, and Chenghong Wang of the IMF Fiscal Affairs Department (FAD), led the instructional sessions, guiding participants through the full architecture of a modern tax system — from tax policy design and modern tax administration to income taxes, VAT, excise and environmental taxes, property and trade taxes, compliance-risk management, taxpayer services, and the administrative challenges of complex reform. True to the hands-on approach of BRITACEG and CICDC capacity-building programs, participants were not passive listeners. Working in groups, they compared tax-system structures, designed consumption-tax frameworks, and applied compliance-risk management and taxpayer-service techniques to realistic scenarios.
On the afternoon of October 29, all participants and experts visited Nanshan Tax Service, Shenzhen. They observed how the tax service integrates its filing services, taxpayer–administration interactive platform and intelligent advisory services, and applying of the digital-intelligent compliance filing guidance tool. They also exchanged views with frontline staff on the use of the tool, the split between online and in-person tax services, the data sources and scoring methodology behind the six-dimensional taxpayer profile, and the identification and tiered handling of non-compliance. The visit offered participants a first-hand look at a working model of China’s tax collection and taxpayer service delivery.

BRITACEG is the capacity-enhancement arm of the Belt and Road Initiative Tax Administration Cooperation Mechanism (BRITACOM), a non-profit official mechanism for tax administration cooperation among jurisdictions subscribing to the Belt and Road Initiative. Since 2019, BRITACEG and CICDC have jointly delivered a series of tax-training programs for officials from BRI jurisdictions. CICDC was inaugurated by the IMF and the People’s Bank of China in April 2018 to strengthen economic institutions and foster human capacity development in core areas of IMF expertise, with training facilities in Shanghai, Shenzhen, and Dalian.
