BRITACOM Released the 3rd Batch of TAPP and TSPP Products

On 30 July 2026, the BRITACOM Secretariat successfully convened the 2026 Third Launch Event of BRITACOM TAPP and TSPP Products in a hybrid format (both online and onsite). The event officially released four new practical products, including two under the Tax Administration Product Portfolio (TAPP) and two under the Taxpayer Service Product Portfolio (TSPP). Representatives from BRITACOM Member Tax Administrations, Observers, the Advisory Board, and the TAPP/TSPP Working Groups, along with on-site representatives from tax authorities and enterprises of Zhejiang, Xinjiang, Yunnan, Guangxi and other regions of China, participated in the event, sharing practical experience and promoting tax governance cooperation.
 
 
The event was opened by Ms. Lyu Lan, Director of the BRITACOM Secretariat. Ms. Zhang Huina, Director of the Administrative Committee of Qiantang New Area and District Mayor of Qiantang District, Hangzhou City, Zhejiang Province, China, delivered a welcome address. Ms. Lyu Lan then introduced the latest updates in the development of TAPP and TSPP.
 
The event formally launched four new products tailored to the needs of tax administration and taxpayer services:
 
TAPP Product No. 9–Implementing Refined Risk Control Strategies Based on the Characteristics of Tax Types: This product focuses on developing tailored risk control approaches that account for the distinct features of different tax categories, enabling tax administrations to more precisely identify, assess and mitigate compliance risks. The product was presented by Ms. Yang Jinran, Senior Manager of Risk Management Division I, Tax Big Data and Risk Management Bureau, State Taxation Administration (STA), China.
 
TAPP Product No. 12–Institutional Design for Preventing and Resolving Tax-Related Disputes: This product establishes a systematic framework for the prevention and resolution of tax disputes, covering institutional mechanisms, procedural safeguards and coordination pathways to enhance tax certainty and reduce litigation. The product was presented by Ms. Zhang Jie, Deputy Consultant, Reconsideration and Litigation Response Division, Tax Policy and Legislation Department, STA, China.
 
TSPP Product No. 10–Improve Cross-Border Taxpayer Service with a Focus on Tax Certainty: This product aims to enhance cross-border taxpayer services by prioritizing tax certainty, providing clear guidance and predictable outcomes for taxpayers engaged in international transactions. The product was presented by Ms. Feng Shuai, Principal Staff Member, International Taxation Division, Tax Service of Xinjiang Uygur Autonomous Region, STA, China.
 
TSPP Product No. 12–Guiding Tax-Related Intermediaries to Practice in Compliance: This product establishes standards and guidance for tax-related intermediaries to ensure compliant practices, strengthening the integrity and professionalism of the intermediary sector and enhancing overall taxpayer service quality. The product was presented by Mr. Ma Jing, Deputy Consultant, Tax Publicity Division, Taxpayer Service Department, STA, China.
 
During the comments and experience sharing session, representatives from BRITACOM Member Tax Administrations, Observers delivered in-depth remarks. Mr. Chen Weijun, Deputy Commissioner of Tax Service of Zhejiang Province, China, shared insights on tax administration practices. Distinguished remote guest speakers delivered their speeches via online access. Ms. Dwi Astuti, S.H., M.Ec., Director of International Taxation, Directorate General of Taxes (DGT), Indonesia, and Ms. Inge Diana Rismawanti, Ph.D., Director of Tax Dissemination, Services and Public Relations at Indonesia’s DGT, laid out Indonesia’s perspectives. Ms. Rebecca Kou Ka I, Senior Officer of the Financial Services Bureau, Macao, China, shared Macao’s practical experience. Mr. Ankhbayar Enkhbayar, Tax Official of the Tax Administration and International Tax Department, Mongolia, offered pertinent remarks. Mr. Khalid Alhayzan, Director of Digital Channels Monitoring at the Zakat, Tax and Customs Authority (ZATCA) of Saudi Arabia, shared professional insights. Ms. Yang Jinran and Mr. Ma Jing also participated in the discussion onsite in Hangzhou, sharing their expertise.
 
The event was closed by Ms. Lyu Lan, Director of the BRITACOM Secretariat.
 
The 2026 product launch events are part of the ongoing work to refine the TAPP and TSPP Version 2.0. Version 2.0 of TAPP and TSPP will be officially released in the 7th Belt and Road Initiative Tax Administration Cooperation Forum (BRITACOF) to be held in Jakarta, Indonesia, on 13-15 October 2026.
 
The event concluded with a call for continued participation from all BRITACOM parties in sharing cases, contributing experience and providing feedback to enrich the product portfolios, jointly enhance tax administration capacity and improve the tax business environment across Belt and Road Initiative jurisdictions.
