On 19 March 2026, the BRITACOM Secretariat successfully convened a virtual meeting to discuss the 2026 work plan for its two flagship initiatives: the Tax Administration Product Portfolio (TAPP) and the Taxpayer Service Product Portfolio (TSPP). The meeting brought together representatives from BRITACOM Member Tax Administrations, Observers, Advisory Board members, and TAPP and TSPP working group to review progress, introduce new products, and set the course for the work in 2026 about the two product portfolios.

The meeting was opened by Ms. Lyu Lan, Director of the BRITACOM Secretariat Office, who provided a general introduction to the progress of the two product portfolios and outlined the plan for 2026. Following the overview, detailed introductions on the development of Version 2.0 were delivered by representatives from TAPP and TSPP working group. Ms. Wang Maolin, Deputy Director from the Invoice Management Division of Tax and Information Technology Administration Department of the State Taxation Administration of China (STA), presented the key changes and adjustments for TAPP, focusing on its iterative upgrade towards greater internationalization, professionalism, and universality. Mr. Ma Jing, Deputy Consultant from the Tax Publicity Division of Taxpayer Service Department of STA of China, introduced the main contents of TSPP Version 2.0, elaborating on its design concept of co-construction and sharing, inclusiveness and learning, and mutual improvement.
Following the overview of Version 2.0, the meeting also featured a session on the new products scheduled for release in 2026. Ms. Han Xi and Ms. Yu Qian, Principal Staff Members of the Secretariat, presented the upcoming products for TAPP and TSPP respectively, covering areas such as secure identity verification, efficient tax payment, risk control strategies, dispute resolution, SME services, cross-border services, and the role of tax intermediaries.
Valuable comments were provided by member of the BRITACOM Advisory Board. Mr. Chris Sanger, EY’s Global Tax Policy Leader for the UK and Global Government Tax Leader offered insights on accelerating delivery timelines, building feedback mechanisms into product deployment, and considering the role of tax intermediaries within the taxpayer service delivery system. He also suggested focusing on all tax operating costs and ensuring easy accessibility of collected case studies. The session also heard contributions from participating jurisdiction representative. Mr. Shiva Sharma, Director of Nepal Inland Revenue Department shared national experiences related to secure identity verification, taxpayer service and rights protection, and debt management, highlighting their strategic focus on digital transformation and voluntary compliance.
The productive discussions and valuable insights shared during the meeting will feed directly into the ongoing refinement of the TAPP and TSPP Version 2.0 and their supporting products. As the work progresses towards the 7th BRITACOF, scheduled for 13-15 October 2026 in Indonesia, all BRITACOM relevant parties are encouraged to actively participate in the development and enrichment of these important product portfolios, contributing their expertise and practical experiences to build more efficient and effective tax administration and taxpayer service tools for the benefit of all.
