On 15 May 2025, the Ninth Tax Administration Theme Day Event of the BRITACOM was jointly organized by the Inland Revenue Department (IRD) of Nepal, the State Taxation Administration (STA) of China, and the BRITACOM Secretariat in a hybrid format in Nepal. The event brought together nearly 300 participants, with over 60 attendees onsite and more than 200 participants online. The onsite attendees include representatives from the Ministry of Finance of Nepal, the Economic and Commercial Office of the Chinese Embassy in Nepal, the Nepal Chartered Accountants Association, the Nepal Chamber of Commerce, the Nepal-China Chamber of Commerce as well as Nepal-based enterprises. Online participants are from BRITACOM members, observers, business sector and the academia.

During the event, Mr. Madan Dahal, Director General of the IRD, and Mr. Huang Suhua, Deputy Director General of the International Taxation Department of the STA, delivered opening remarks. Mr. Ujjawal Gautam, Tax Officer at the Large Taxpayers Office of the IRD, provided a detailed introduction to Nepal’s tax policies, tax administration, taxpayer services, and investment incentives. Representatives from the Chinese side, including Mr. Huang Suhua, Mr. Zhu Pu (Third-Level Consultant from the Taxpayer Service Department of STA), and Ms. Ye Zhexi (Deputy Director of the International Taxation Division at Sichuan Provincial Tax Service of STA), shared insights on China’s cross-border tax service brand “TaxExpress”, Taxpayer Service Practices, and the China-Nepal tax treaty.
The Q&A session saw active participation from audiences both online and onsite. Questions focused on practical topics such as procedures for implementing the China-Nepal tax treaty, policies on withholding tax of dividends, the application of tax sparing provisions and the coordination between the tax treaty and the investment treaty. Speakers addressed each inquiry thoroughly, fostering constructive dialogue and clarifying policy nuances.

This event established a direct communication channel between tax authorities and the business sector, advancing trade and investment facilitation while optimizing the regional business environment. Since 2022, the BRITACOM has successfully held nine theme day events featuring different regions, strengthening mutual learning among tax administrations and enhancing tax-business collaboration. In 2025 and years to come, the BRITACOM will continue to organize similar events to address pressing tax challenges, deepen cooperation, and contribute to the high-quality development of the Belt and Road Initiative.
