China-OECD LLM Programme on Taxation Open to Applications

An LLM programme on Taxation sponsored by our Council Member Tax Administration-the State Taxation Administration of China (STA) is now open to applications of talented tax officials from BRITACOM parties, until 6th June 2023. The program, established through the cooperation among Xiamen University, STA, the Ministry of Finance of China, and the OECD,is under scholarship scheme, specifically supported by the Ministry of Commerce of China (MOFCOM) for international applicants from developing countries. We are happy to circulate this news among BRITACOM parties. The introduction of the Programme is reprinted as follows, and for more details on the application, please refer to the annex.
 
1.Brief Introduction to the China-OECD LLM Programme on Taxation (COTP)
Officially launched in September 2022, the COTP is a two-year Master’s degree programme, taught in English, which aims to equip the current and future generations of tax officials and professionals in developing countries with the skills and knowledge to engage in fast-paced developments in international taxation.
 
It is co-hosted by Xiamen University (XMU), OECD, STA and Ministry of Finance (MOF) of China. 19 domestic and international students were enrolled last year and the enrollment scale will enlarge to 40 (20 domestic and 20 international) in 2023 and beyond.
 
2.Scholarships
In order to make the COTP accessible to tax talents in developing countries, Ministry of Commerce (MOC) of China will provide international students with fully-funded scholarships (living expenses, tuition fees, flights, accommodation, and other expenses are all included), namely MOFCOM Scholarship-CSC Program. International students are free to focus on achieving their professional goals and maximising the experience of a lifetime. They will live and study in China for 2 years, during which time they can develop professionally and academically, experience Chinese culture, and build lasting positive relationships with China. 
 
MOFCOM Scholarship-CSC Program is set up by MOC of China to further strengthen the communication and cooperation between China and other countries as well as to develop talents for developing countries, e.g. by sponsoring the young and the middle-aged talents from recipient countries to pursue their postgraduate degree education in China. China Scholarship Council (CSC) is entrusted to administer the Scholarship.
 
3.Application Process
The online application and offline submission for 2023-2024 academic year are open now. For more details about the processes of application, please refer to the 2023 enrollment guide of MOFCOM Scholarship-CSC Program and its attachment enclosed.
 
In short, you can complete your online application at the website of http://www.campuschina.org. For offline submission, you shall obtain the approval and recommendation from the relevant department of your country, and then submit application documents to the Economic and Commercial Counsellor's Office (ECCO) of Chinese Embassy in your country. Please kindly note that the deadline for offline submission is 6th June 2023.
 
To encourage active participation of tax officials from more developing countries, it is decided that each country can recommend up to 3 candidates to apply for the program this year. Those eligible applicants who are not enrolled due to the limited admission quota will be considered in the future.
